In order to further implement the spirit of the "Notice of the State Council on Further Strengthening the Safety Production Work of Enterprises" (Guo Fa [2010] No. 23), the General Administration of Quality Supervision, Inspection and Quarantine and the State Administration of Work Safety jointly issued the Quality Supervision Office Special Link (2015) No. 192 document, announcing the "Directory of Large Lifting Machinery for Installing Safety Monitoring Management Systems" and the notice for promoting the application and pilot work of safety monitoring management systems for large lifting machinery in 2015.
According to the requirements of the notice, Dalian Meiheng Electric Co., Ltd. (hereinafter referred to as Meiheng Company) undertook the pilot application work of 75 tons and above metallurgical bridge cranes (for lifting molten metal) in cooperation with the steelmaking plant of Benxi Steel Plate Co., Ltd. through its independently developed "Crane Safety Monitoring and Information Management System."
